Tom was born in New York City on February 5, 1951, and he grew up in Berkeley Heights, New Jersey. He graduated from Harvard College in 1973 with a major in government. He graduated magna cum laude from New England Law | Boston in 1982. He clerked for the Honorable A. David Mazzone of the U.S. District Court for the District of Massachusetts from 1982 to 1983.
